Packages with empty debuginfo

• FESCo approved spot's proposal to have package builds fail if the package debuginfo is empty.

KMods

• Long discussion on obsoleting the use of kmods. For details, refer to the irc log.

• bpepple will contact Harald Hoyer and have him submit a draft to the packaging committee.

Presto

• Presto will not be installed and enabled for F8.
