Yet "User Experience" says "No major changes expected" - can both be true?
The "Release notes" section should contain release notes for Fedora - probably listing the incompatible changes.

Question that is related but not directly relevant for the feature acceptance: is there any reason why this isn't integrated into util-linux?

Please, please, please no more *-ng projects. It makes almost no sense. Just take over the package, nobody cares; and changing names causes nothing but trouble for no good reason. Or just merge it into util-linux, which makes the most sense of all options. It can share a lot off stuff, and we do not really need separate maintenance for such packages anyway.
