The Change Wrangler - currently Ben Cotton - is responsible for shepherding (or 'wrangling') Changes through the Changes/Policy. It is a volunteer position appointed by FESCo.
Prior to Fedora 20, the position was known as the Feature Wrangler and was associated with the Feature process which was replaced by the Change process. It is commonly held by the Program Manager, but this is not necessarily required.
