Proposed release note:
The numad package has been added to Fedora. It provides a daemon that monitors the NUMA topology and usage on a system with multiple NUMA nodes. It will bind processes with their memory for optimum NUMA performance. It can run as a daemon to make continual adjustments or be invoked to query for the best manual binding in cases where dynamic operation is not desired. The default is for the daemon to be off. It can be enabled via the normal init mechanisms.
