This seems confused to me. What is the concern here, making smaller fonts and render composable characters intelligently ? That can certainly be done without changing the input encoding.
Replacing Unicode / UTF-8 by something else has a very, very low probability of ever happening...
Have a very hard time figuring out what this really means. Please write to fedora-fonts-list and explain what you are trying to achieve here. --behdad
