Fontconfig issues to fix
- Locales in F11's comps with no .orth file in fontconfig:
- ber: Berber
- csb: Kashubian
- fil: Filipino ("tl" for Tagalog exists, but it is based on archaic script, not Latin. fd.o bug)
- hsb: Upper Sorbian ("web" for "Sorbian languages" exists)
