I took your wiki entry https://fedoraproject.org/wiki/How_to_set_up_a_limesurvey_sandbox
and ran it on Fedora 11 without problem. I did get the warning about the user.
Now, comes the hard part. Figuring out how to integrate it into my Apache. I have not completed the install. It feels more complicated yet.
