To use the KDE Netbook settings click on the Applications button and then choose the option to change your settings. When the system settings window is visible choose the "Desktop" option on the left and then the "Workspace" tab. You can then choose the netbook form factor.

You can also change the graphics requirements. A low resolution with minimal CPU requirements is a good first choice.
