1. second proposal is far to long to be effective. Good guidelines are short and to the point (elaborate in footnotes) 2. the guidelines should make clear than even when rebuilding something is not required, it is still desirable (that's the only way to test our build toolchains are sane and make sure we have all the sources; and this is not different for content than for code)
