From Fedora Project Wiki
This seems like a general problem and throwing more Guidelines onto the ReviewGuidelines list that are redundant with those already there exacerbates the problem we have with reviewers and packagers having to understand and wade through too many rules that are extraneous to their specific package. I'd like to see something more like this instead:
