Use Pungi for tree building

Current status

Pungi was used to create F7 Test1 trees. Work will continue to fine tune Pungi and create scripts to call pungi with the new build system.

Summary

We need to switch from internal builddistro/etc scripts to using Pungi for tree building.

Usage cases/rationale

By providing the Pungi tool for tree building, we build Fedora releases with the same tools that anyone else can.

Scope

Requires getting Pungi done, and switching over our release process.

Test Plan

Generate pre-test1 trees for public consumption, and Test1 itself. Test1 can be composed from packages in both Core/Extras as pungi supports this provided the Extras repos are multi-lib enabled.

Dependencies

Depends on the new build system feature.
