Working through this for EPEL 5 a few extra things I had to do.
In order to have %dist defined you have upgrade the buildsys macros from RHEL5. i.e
koji add-external-repo -t dist-centos5-build dist-centos5-build 'http://buildsys.fedoraproject.org/buildgroups/rhel5/$arch/'
must be added as well.
Some charset issues with some CentOS RPMS anyway resulted in http://createrepo.baseurl.org/ticket/3
